1. Privilege setup is in "Administration"，Click on -- Privilege, the settings of privileges will show up.

2. Select a name on the list, then click on "Next" then the second page of privilege setup will show up.

3. click on "The authority of publising bulletin", then click on "Done" to finish the whole process.
