1. Click on "New user", you now enter the page "New User-step 1"

2. Type in the information inside each box, the field which contains a  "*" sign indicates that information is required.

3. After completing all necessary fields click on "Next", to enter into the next stop. After completing all information "Done", you have now completed the process.  And the name list on the left side will be automatically refreshed and contains the account you just added.
